When Cuba and Indonesia Made Their Only World Cup Appearance

The FIFA World Cup has featured many famous nations over the decades, but some countries appeared only once before disappearing from the tournament forever.

Perhaps the two most unusual examples are Cuba and Indonesia. Remarkably, both made their only World Cup appearances at the same tournament: France 1938.

Their paths to qualification were anything but conventional.

Cuba's appearance at the 1938 World Cup remains one of the strangest qualification stories in football history.

The Great Boycott

The 1938 tournament was overshadowed by growing political tensions and widespread anger across the Americas.

Many South and North American football associations believed FIFA had broken an unwritten agreement that World Cups should alternate between Europe and South America.

After Italy hosted in 1934, many expected the 1938 tournament to be played in South America. Instead, FIFA awarded it to France.

The reaction was dramatic.

Mexico, the United States, Costa Rica, El Salvador, Colombia and Dutch Guiana all withdrew from qualification in protest.

Cuba suddenly found itself as the last team standing.

Without kicking a ball, Cuba qualified for the World Cup.

The Greatest Moment in Cuban Football History

Almost nobody expected Cuba to make any impact in France.

They were viewed as complete outsiders and were drawn against a highly-rated Romanian side in the Round of 16.

Cuba 3–3 Romania

To the shock of everyone present, Cuba held Romania to a thrilling 3–3 draw.

At the time there were no penalty shootouts. Replays were used to determine the winner.

The Replay

Three days later, Cuba produced one of the earliest major World Cup upsets by defeating Romania 2–1.

Against all expectations, the Caribbean minnows had reached the quarter-finals.

The End of the Dream

The fairy tale came to a brutal end against Sweden.

The Swedes overwhelmed Cuba, winning 8–0 and ending their remarkable run.

Even so, Cuba had achieved something no one expected, reaching the last eight of a World Cup in their first and only appearance.

🇮🇩 Indonesia: The Team That Never Won a Qualifier

Indonesia's story is arguably even stranger.

At the time, the country was still a Dutch colony and competed under the name Dutch East Indies.

A Qualification Gift

The Dutch East Indies were originally scheduled to face Japan in qualification.

However, Japan withdrew because of the Second Sino-Japanese War.

As a result, the Dutch East Indies qualified automatically.

Like Cuba, they reached the World Cup without winning a single qualifying match.

A One-Match World Cup

Unlike modern tournaments, the 1938 World Cup was a straight knockout competition from the start.

That meant the Dutch East Indies only needed to lose once to be eliminated.

Unfortunately for them, they were drawn against one of the strongest teams in the world.

Hungary 6–0 Dutch East Indies

Hungary comfortably won 6–0, ending the Dutch East Indies' tournament after just one match.

To this day, Indonesia remains the only Asian nation to have appeared at a World Cup under a different colonial identity.

Why Neither Nation Returned

Both countries faced very different challenges after 1938.

Cuba's football development stalled while baseball became the island's dominant sport. Although Cuba occasionally performed well in regional competitions, they never seriously threatened qualification for another World Cup.

Indonesia experienced political upheaval, independence from Dutch rule and decades of inconsistent football development. Despite having one of the world's largest populations, they have never returned to football's biggest stage.

The Forgotten Record Holders

Cuba still holds one of the most unusual records in World Cup history.

They are the smallest nation ever to reach the quarter-finals of a World Cup.

Meanwhile, Indonesia remains the first Asian team ever to participate in a World Cup finals tournament.

Both achievements are often overlooked when discussing football history.
